The Owl Bar has sadly gone downhill in the last year or so -- I'm not sure what happened as I used to frequent it regularly. But the drinks aren't that great, and everything there is quite expensive. The Belvedere Burger was just $11 last year, now it's $16. You're paying for the ambience and history, and not much else.
